The central idea: decouple evolution from governance

SSGM is not a piece of software; it is a conceptual architecture and a set of design principles. Its one big idea is this: separate the agent's cognitive policy (the part that decides what to remember) from the memory itself, by inserting a governance middleware between them.

In an unrestricted system, the agent talks directly to its memory store. It is both the author and the only validator of its own evolving knowledge. The paper argues this unchecked autonomy is the primary cause of drift, forgetting, and vulnerability to poisoning. SSGM fixes this by routing every memory interaction through governed "gates," the same way a careful organization does not let any one person both write and approve their own records.

A useful analogy the paper draws from biology: the brain's hippocampus does not instantly commit every perception to long-term storage. Information is filtered and reality-checked first. SSGM wants the same discipline: memory updates should never be committed passively.
